As of March 15, 2022, citizens holding Cuban passports will need a transit visa.

The Visa for Passengers or Crew in Transit is established as a requirement for foreign citizens of Cuban nationality who travel in transit through the Republic of Panama, to another destination or return to their country, for a period of three (3) months.

The Visa for Passengers or Crew in Transit for Cuban citizens may be granted for up to a maximum period of twenty-four (24) hours and the migrant is only authorized to remain in the international transit area of ​​the airport. This visa must be requested personally by the interested party before the Panamanian consulate of the country in which they are located, with a minimum period of fifteen (15) business days prior to the date of travel.
