Requirements for Endorsement of Certificate of Competency

The Consulate General of Panama in Hong Kong will issue a Certificate of Transitional (CTRT) allows officers and ratings to work on board a Panamanian vessel for a period no longer than 90 days with their home country license.  Within the period of 90 days, our Regional office will issue an Endorsement of Certificate of Competency with the same capacity, function, level, limitations and validity of the license attached to the application.

(This Certificate of Competency must have been issued by the Maritime Administration of a country within the “White List” published by the International Maritime Organization – http://www.imo.org/  )

REQUIREMENTS FOR ENDORSEMENT OF CERTIFICATE OF COMPETENCY FOR OFFICERS

  1. Certificate of Competency issued in accordance with STCW95 convention Reg.I/2 from the applicant’s country. Reg. I/10
  2. Application Form
  3. 4cm x 4cm quality photo
  4. Copy of valid Passport
  5. Valid Medical Certificate ( STCW as amendment regulation 1/9  taken within the last 2 years)
  6. Security Training for Seafarers with Designated Security Duties (IMO 3.26)

REQUIREMENTS FOR RADIO OPERATORS (GMDSS)

  1. Application Form
  2. 4 x 4cm quality photo
  3. Copy of valid Passport
  4. Valid Medical Certificate ( STCW as amendment regulation 1/9 taken within the last 2 years)
  5. Basic Safety Training Courses (Regulation VI/1, and the Section A-VI/1, Paragraph 2.  (This requirement does not apply for the personnel who present a valid Certificate of Competency under Chapters II of Convention STCW 78, as amended)
  6. General Operator or Restricted GMDSS (IMO 1.25 or 1.26), or  Electronic Radio Operator 1st or 2nd Class course, issued by a Training Center recognized by the Panama Maritime Authority, according to STCW 78, as amended.

REQUIREMENTS FOR SHIP SECURITY OFFICER (SSO)

  5. Ship Security Officer Certificate issued by an Administration within the White List.
  6. *If the seafarer does not have a Ship Security Officer Certificate issued by a country within the IMO White List, he will be titled by Panama, but he should have an Endorsement issued by Panama Maritime Authority and present a SSO course certificate issued by a training center recognized by his administration or by PMA.

COURSE ENDORSEMENTS 

MASTERS, OFFICERS AND RATINGS WORKING ON TANKER SHIPS

  1. Copy of Panamanian Certificate/ Seaman Book

  4. Oil/Chemical/Gas Tanker Training Certificate

Only application documents for issuance of a Transitory Certificate (CT) complying with every requirement herein will be processed. Otherwise the application will be considered deficient, therefore the statutory documents requested will not be issued within the 90 days stipulated, which may bring inconveniences to users and ship owners. We remind you that the Transitory Certificate is valid for 90 day, which is not extendable. You will receive the permanent certificate before the expiry date stated in the CT if you complied with the requirement.

Please note that Copy of Discharge Book is not required for Endorsement of Certificate of Competency for Officers.

REQUIREMENTS FOR VALIDATION OF RATINGS ACCORDING TO THE STCW 78/95

Licenses issued for ratings who are non-citizens of the country issuing the title, will be authenticated as long as the country is part of the white list and the applicant can prove he has been trained in any centre recognized by the Maritime Administration

Training will be approved by submitting credits and diplomas from training centre, duly endorsed by the Maritime Authority from that country.

  3. Valid Medical Certificate ( STCW as amendment regulation 1/9  taken within the last 2 years)

  6. Elementary First Aid course IMO 1.13
  7. Personal safety and social responsibility course IMO 1.21
  8. Copy of valid passport

  10. Security Awareness Training for all Seafarers (IMO 3.27)

** Ratings part of the personnel within a navigation or engine room watch, must also submit certificates according to rule II/4 or III/4 of STCW 78/95 convention.

Note: This is just to clarify that the licenses rank Able Seaman (A/B) and Oiler will be issued only if the applicant submit the watch-keeping certificate Reg. II/4 and or III/4 under the STCW95. Otherwise they will not be able to qualify for the license requested. Their only position to obtain would be Ordinary Seaman (O/S) or Wiper.

The rank Bosun and Motorman do have to comply with the requirements of the A/B and Oiler.

To obtain the position as Bosun need all the requirements of A/B plus 6 months sailed as A/B.

To obtain the position as Motorman need all requirement of Oiler plus 6 months sailed as Oiler.

***For application of Deck/Engine Cadet, applicant must submit copy of Diploma or letter from Nautical School.

PROCEDURE FOR MARINE TECHNICIAN :

*LEVEL SUPPORT – Security Awareness Training for all Seafarers (IMO 3.27)

*LEVEL OPERATIONAL – Security Training for Seafarers with Designated Security Duties (IMO 3.26)

*LEVEL MANAGEMENT – Ship Security Officer Course (IMO 3.19)

Note: The position of Marine Technician does not include:

This position must comply with the same requirement for ratings, and regulation VI/1 of the STCW 95.

The Medical Fitness certificate must be issued by a doctor recognized by the maritime administration of the country, authorized to carry out examinations of seafarers.
