The Consulate General of Panama in Hong Kong has been designated a Regional Documentation Office (ORD) of the Panama Maritime Authority, operating under the coordination of its General Directorate of Seafarers (Dirección General de la Gente de Mar).

As a Regional Documentation Office, the Consulate evaluates and issues the technical documentation required by seafarers — both Panamanian and foreign nationals — serving on board vessels of the Panamanian merchant fleet, in accordance with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW 1978, as amended).

This designation allows seafarers, crewing agencies and shipowners in Hong Kong and the region to process seafarer documentation directly through our office, reinforcing Panama’s commitment to serving the world’s largest merchant fleet.
