Request for Certificates, Certifications and Full Copies from Abroad.
Certificates, Complete Copies, or Certifications (of bachelorhood, marriage, death, and birth) must be requested in person in Panama.
You may authorize a family member, acquaintance, or legal representative to request the document on your behalf through the Tribunal Electoral (Panama’s Civil Registry Office) if you are unable to travel to Panama.
STEP 1: Complete & Sign the Authorization
- Fill out the authorization form with your details and your representative’s information.
- Print the document and sign it by hand.

STEP 2: Notarize the Document (In Person)
You have two options:
Choose the option that best suits your needs.
- Consular legalization, visit the Panamanian Consulate (make an appointment before-hand).
- Apostille, go to Hong Kong High Court
STEP 4: Coordinate Shipping with Your Representative
Once authorized, arrange document delivery directly with your representative in Panama.
STEP 5: Validate the Document in Panama (If Needed)
- If legalized by the Consulate: Your relative must schedule an appointment at Panama’s Ministry of Foreign Affairs to certify the Consul’s signature.
- If apostilled: No further action is required for this step.
STEP 6: Submit the Certificate Request
Your representative must visit:
- Panama Centro Special Regional Office (Plaza El Cohete, Tumba Muerto) for standard certificates.
- Regional Civil Registry Office (Ave. Omar Torrijos, Ancón) for certifications.
STEP 7: Apostille & Ship the Certificate
After receiving the certificate, your representative must:
- Book an appointment at the Ministry of Foreign Affairs to apostille it.
- Coordinate shipment to you.
